Programme Director

2017 has been the first year of Hull’s four-year tenure as the UK City of Culture, and what a year it has been! From the quality and diversity of a world-class arts programme, to the reach into communities, national and international perception change, sell-out audiences and increased sense of pride and record levels of participation, 2017 has been a catalytic year for the city.

As this momentous year comes to an end, we have set out an ambitious 20-year legacy plan that will fully realise Hull’s potential to become a thriving cultural city by becoming a permanent arts organisation, leading cultural strategy in the city and continuing to commission groundbreaking work in Hull and beyond.

To do this, Culture Company is appointing a new Leadership Team of Executive Director and Programme Director. Working collaboratively, you will build and run a thriving organisation and deliver an ambitious programme of work, establishing Culture Company as a leading cultural commissioner, producer and talent incubator working in the North of England, nationally and internationally.

The Trustees, in consultation with the successful candidates, will determine whether one of the posts will also assume the responsibility of CEO or whether this will be a shared responsibility.

Specific responsibilities may be negotiated between the successful candidates but it is expected that as Programme Director you will have responsibility for the following:


Strategic Leadership

– Position the Company as a leading presenter, commissioner and producer of new work, delivered in partnership with local and national organisations, providing collaborative cultural leadership for the city, the region and beyond.

– Provide artistic vision and set the overall creative direction of the Company.

– With the Executive Director, provide inspirational leadership for the Company, ensuring the profile, reputation and success of the Company continues to grow within the city and region, as well as nationally and internationally.


– Develop an ambitious, coherent, innovative and high-quality single programme which builds on the character of the 2017 programme and which includes all aspects of public-facing content including artistic, learning & participation, community engagement, digital and volunteering programming.

– Explore creative opportunities, taking artistic risks where appropriate to build a cutting edge, world-class programme that attracts critical acclaim, champions diversity, and reaches new audiences.

– Oversee all aspects of the management of the Humber Street Gallery, including the programming and effective operation of the Gallery working with the Gallery team and the Executive Director.

– Oversee the development and delivery of the Company’s co-producing and touring work.

– Develop a robust plan for the sustainable future of the Hull 2017 Volunteering Programme including consultation to assess the potential of future need and demand for volunteering opportunities in the city.


– Take executive producer responsibility for the programme, ensuring its successful delivery to the highest standards.

– Develop a comprehensive global and project budget for the programme and ensure all staff operate within budget constraints and that appropriate levels of people and expertise are built into project plans and budgets.

– Oversee the delivery of all technical and production aspects of the programme, ensuring that all events and productions are delivered to the highest standard and in a timely, cost effective and safe manner and within budget.


– Have overall responsibility for how the Company communicates and works with its audiences; across campaigns, engagement, learning and volunteering programmes, ensuring comprehensive and high quality opportunities for people of all ages to contribute, shape, participate, learn from and enjoy the work delivered.

– Oversee the use of marketing and digital resources to deliver public-facing campaigns.

– Take responsibility for brand management across the project, devising opportunities for activation of partner rights and benefits, alongside community & public-facing activity.

– Establish and build upon relationships with providers of other strategic services such as health and education (within and outside of the formal education sector) ensuring that the Company’s work is integrated into relevant strategies and plans.

Capacity Building & Skills Development

– Devise and implement strategies with partners for inclusive growth of the city and region through creative development and of artists, practitioners and the creative sector.

– Develop a programme which maximises the opportunity to build capacity and skills within and through local cultural organisations, artists, practitioners, young people, teachers, residents and local businesses.

– Identify, nurture and mentor new talent, including in the city and beyond.

Communications & External Relations

– Build and maintain effective working relationships with the Chair and Board of Trustees, partners and stakeholders including Hull City Council, Arts Council England, the University of Hull, East Riding of Yorkshire Council, NHS Hull Clinical Commissioning Group, Humber Local Enterprise Partnership (LEP), local businesses, local artists, cultural organisations and resident groups.

– Oversee the development of a clear communications strategy and framework for effective PR, media, government and stakeholder relations, for the future of the Company and in particular the period 2018 – 2021.

– Advocate for and promote the Company and the city, representing the organisation and communicating its aims to key opinion-formers and decision-makers and within government, industry, community and business sectors.

– Act as a spokesperson for the organisation and develop good, productive relations with the press and other media.


– Undertake any other duties commensurate with the post as directed by the Chair of Trustees.
